Governance

The governance structures of the children's mapping service are under review. However, the roles of the previous National Steering Group will still be undertaken as follows:

  1. To improve children's services through the development and deployment of an annual national Child health Service Mapping tool which aims to:
  • support the implementation of the Children's National Service Framework (CNSF) and other children's policy
  • support the development of Children's Trusts/joint commissioning strategies by contributing to a comprehensive needs assessment
  • support new inspection processes such as Joint Area Reviews with the supply of information about local health services
  • support performance improvement locally through the ability to benchmark services and monitor changes in service models, workforce and resources over time
  • support the Department of Health in performance monitoring against national targets.
  1. To support advisory groups, responsible for the design of the project.

  2. To approve new publications.

  3. To ensure support for the exercise across government departments and professional bodies.

Objectives

  • To ensure the commitment of child health providers, commissioners and professional organisations to the implementation of such a tool
  • To ensure the project is complimentary to existing data collection exercises and developments within the performance management field
  • To ensure the model is informed by the latest thinking in child policy and serves to support and underpin local policy implementation
  • To ensure that the resource requirements of the model have been properly addressed and where this is not possible to acknowledge the limitations of the exercise for some Children's services
  • To undertake the tasks set out in the project plan
  • To consider the results of the pilot exercises and the modifications made as a result
  • To agree the final design recommended by the operational group for approval by Department of Health Gateway processes
  • To ensure approval by the Review of Central Returns
  • To support the project manager in the communication strategy for the project; to include the dissemination of briefings on progress, workshops to launch the exercise and conferences to feedback results
  • To approve the first years results for publication
  • To approve the changes made for the second year's exercise
  • To consider the management arrangements and ownership issues for the future roll out of the tool.

Meeting arrangements

Meetings will take place at least quarterly and will be co-chaired by the Department for Education and the Department of Health.
